Green dot bank charged me $154 in fees, my Fed was $1019.00 , so why is my Green Dot Bank check they sent me was only $845.00? Why is there a extra $20.00 missing from my check? 1019.00-154.00=865.00.

If you were sent a paper check from SBTPG (the intermediary company through Green Dot Bank or Civista Bank), then that means a direct deposit attempt from SBTPG's bank to your bank failed.  When they send a paper check, there is an additional $20 service fee for processing that failed direct deposit and issuing a check.
