Good afternoon. Is a federally subsidized work study program that issues a W-2 considered a scholarship?

No. Wages that you received from a Federal Work Study program as a student do not count as a scholarship or grant. Wages are payments that you earned and are taxable. Scholarships and grants are free money given to students to help pay their tuition.
