I purchased the 2018 Deluxe tax program and the laptop I'm on is a company owned laptop so now I can't download the file so need to know how I can file online.

And Online is totally separate from the Desktop program so you will have to pay for online again.  So either try to find another computer to install it on or get a refund.  You can use this online refund request form.
