FTB is claiming a lower amount of state with holdings, while my W-2s clearly state the amount I submitted is correct.

You will need to speak with an FTB agent and provide them with a copy of your W-2.  It is possible they have made an error or received a W-2 from the employer which has a different state tax withholding as your copy.
