Why do both of my daughters not qualify as dependents?

I'm married and filing separately. Both daughters are US citizens and were full time students in 2018.The ages in 2018 were 22 & 16. Neither had any income. Lived with me the whole year. Not married. No custody agreement. Did not pay for more than half of their expenses. No one else is claiming them. No relative helping with support. 
And still both do not qualify as dependents.
What can I possibly be doing wrong?

From the facts stated in your question, your daughters certainly appear to meet all the requirements (below) to be qualifying child dependents.

Please review all of the personal information screens for yourself and your daughters. I have just tried to reproduce your reported problem, and the only way I could make TurboTax disallow a daughter with the tax characteristics you reported was by deliberately inserting an out-of-range birth date (child older than parent). So, please, recheck all your entries, verify all the check boxes, and see if your daughters are recognized as dependents. IF not, please return a comment on this question, and we will try to dig deeper for a solution.

Qualifying child

  • They are related to you;
  • They aren't claimed as a dependent by someone else;
  • They are a U.S. citizen, resident alien, U.S. national, or a Canadian or Mexican resident.
  • They aren’t filing a joint return with their spouse or are filing a joint return only to claim a refund of withheld income tax or estimated tax paid;
  • They are under the age of 19, or 24 if a full-time student;
    • No age limit for permanently and totally disabled children.
  • They live with you for more than half the year (temporary absences from your home, while living at school, still count as time living with you); and
  • They didn't provide more than half of their own support for the year.

A new requirement this year is that each qualifying child dependent must have a Social Security Number, issued before the due date of your tax return (including extensions) to be claimed for the Child Tax Credit.
