I just received Form 3531 from the IRS with boxes 16 and 28 checked. 16 says Explain the source of earned income or wages you used to compute your earned income credit and attach documents (such as Forms W-2 or Forms 1099-MISC) to support your entry. 28 says Detach your state or local return and mail to the appropriate state or local agency. I don't have the W-2 because it's foreign income and I only made a little over $3000. Can I still use TurboTax to get this done? How? And do I just mail it to my nearest IRS office?

You don't use TT to answer an IRS inquiry ... send them exactly what they asked for... proof of income and/or an explanation of how determined how much you were paid ... you must have some proof that you received this income in some format. Mail your response back to the address on the notice as directed.
AND is sounds like you mailed in the state return with the federal return ... you must mail in the state to the correct state mailing address so if you want it filed you must do so.
