I received a letter saying I need to file a form 89-62 for premium tax credit but I never completed my Marketplace health insurance application and I never had Insurance what do I do I never got the tax form

The IRS does not provide any specific time frame for processing Form 8962.  However, they generally process the form as quickly as they can, it is dependant on the workload at the IRS processing center.
