Form 8936 why it is not available

Why is form 8936 pushed again for a later date? Is the 03/08 final date to submit my form and my tax? I've been charged for fees but all of sudden it takes me back to the form that is still not available!

The delay is because the law was extended by Congress two weeks ago.  The IRS released the paper form on 02/23/2018.  However, it can take the IRS up to 2 weeks before making the form available electronically.

As of now, TurboTax plans on having Form 8936 available online by 03/08/2018.
