Form 4136 is now available to complete on Turbo Tax, so why can't I submit it yet? Error check at the end says I need to wait for it.

Form 4139  Credit for Federal Tax Paid on Fuels is due to be available in late February or early March 2026.

TurboTax provides a list of Tax form availability ‌for individual Federal and State returns forms that are‌ being revised.
