Form 2210 problem

There's a problem in the Review generated by Turbotax Deluxe 2017 regarding Form 2210.  Why is the Review requiring me to fill out Form 2210's page 4 Annualized Income Installment Method adjusted gross income and itemized deduction amounts for different quarters when the program already has recorded values that show my current year tax liability (Form 2210 line 4) is much less than my withholding tax amount (Form 2210 line 6) thereby leading to a negative number in line 7 on Form 2210 (which means you don't need to file Form 2210)?

If you see this error, enter any value in the boxes indicated. This will force the Form 2210 to calculate. Then, select the Tools option on the left menu, and then "Delete a form". Delete Form 2210 and run the review again. The error should be gone and Form 2210 will be removed from the return.
