Form 2210 Penalty

Turbotax calculated a $178 Form 2210 penalty for my 2021 taxes. I don't believe this is appropriate as we have no schedule C or E income. The reason for our tax liability is due to a nondeductible rollover of part of my wife's state retirement plan to a Roth IRA. Am i correct that this Form 2210 penalty should not apply and if so can I manually delete it from my Turbotax forms?

Form 2210 Penalty

you can try but there is a penalty avoidance option that is easy to meet.  in 2021 pay in 100% (110% if 2020 AGI over $150,000) of 2020 tax.

you can check box A on the 2210

but then the IRS wants an explanation so you'll have to mail in your return here's a link to instructions  for 2210

https://www.irs.gov/pub/irs-pdf/i2210.pdf

read exceptions to penalty on page 2

you can tell Turbotax not to submit 2210 but then you're likely to get a bill from the IRS. then you will have to submit the 2210 with an explanation.
