I took a distribution from an IRA in 2019 and had both federal and state taxes withheld. Can't figure out why Box 14 (state distribution amount) is blank?
Shouldn't the state distribution amount (Box 14) be identical to gross distribution (Box 1)?

Yes, sometimes they leave it blank. You can use the number in Box 1.
