Form 1099-DIV

Turboxtax won't transmit my tax return unless box 1a contains a number equal to or greater than box 11 (tax-exempt dividends). But box 1a, as supplied by the financial institution, is blank (and always has been, for years) and if I enter a number there Turbotax undertakes to charge me taxes on tax-exempt earnings. Seems like a software glitch.
