Finalizing taxes
Many forms and schedules are not yet ready. When the IRS/state has finalized the forms you need then you will be able to file. Click Review to see what you have to wait for. The IRS is not accepting returns until January 27, so there is no hurry to file now. Filing now would not result in an early refund.

Finalizing taxes
If you are unable to complete Step 3 of the File section that usually indicates that some of your form and/or schedules included in your tax return have not yet been finalized for e-filing. Click on the Review tab and the availability dates will be shown for those forms and/or schedules.

Finalizing taxes
Thank you for the post. At least I know what my problem is.
It is now February 6th and I still can not submit my state tax return. The message is "your California form(s)is currently unavailable to view, print, or download because some of the forms haven't been finalized".
I used the review as you suggested but it does not tell me what forms or when they'll be available.
So I should just wait?
