Hello, I have never filed as I wasn't aware that I had to. I am 22 years old and now have an account on Turbo Tax. What forms do I use? Where do I find the forms? I'm finding the Turbo Tax website a bit confusing. What package will help me? Or is this free?

Not sure what amnesty program you are referring to. But you have missed the deadline to use online TurboTax to prepare a 2022 tax return. That deadline was on October 16. You can no longer start a new 2022 return using online TurboTax software. You would need to purchase and download the desktop software to a full PC or Mac. The return cannot be e-filed; it must be filed by mail.

You may also want to explore purchasing the software from various retailers such as Amazon, Costco, Best Buy, Walmart, Sam’s, etc.
Remember to prepare your state return as well—if you live in a state that has a state income tax.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.

Have you had taxable income during any of the years leading up to now? Have you been a full-time student? Has anyone else claimed you as a dependent? Have you received any W-2's from employers with federal or state tax withheld and shown in boxes 2 or 17? Even if you did not meet the income amount to be required to file, it is possible that you could file to seek tax refunds of tax withheld from your paychecks.
Or have you worked as an independent contractor---like driving for DoorDash, GrubHub, Lyft, etc.???
Provide some details--without anything personal like your SSN or name or address, and we can help you understand if you should file some back tax returns. It is not yet too late to get refunds for 2020, 2021 or 2022.

I am a US and Australian citizen living in Australia. I have never filed and have never worked in the US but need to file. I was told to do the Amnesty program which is completing returns for the last three years and doing the FBAR which requires 6 years of bank statements. Does Turbo Tax do this?? Can you help me with this and how to begin?

As stated before, the only TurboTax software that can be used is the "do-it-yourself" CD/download for the tax years 2020, 2021, and 2022. You cannot get "tax expert" help with that software except for asking questions here in the user forum or perhaps by contacting customer support---which will be harder if you are not in the U.S.
