Filing from overseas

I live in Japan, and have lived here for a long time. I have no real stateside address, and have filed from Japan as a resident of Japan for decades.
I have purchased TurboTax Federal (no state) from Amazon.com for many years, and used it with no problems. Efiling is impossible from overseas, but there has never been an issue with printing it out and submitting the paperwork by snailmail.
Ths year the Amazon listing says "Currently, this item is available only to customers located in the United States."

(1) Is this just saying that e-filing won't work, or has it really become impossible to purchase and use the software from overseas?

(2) If the software cannot be used, is it possible to sign up for the Assisted or Full Service packages from overseas?

You could purchase a download of TurboTax from Intuit and Efile with a Foreign Address; however, you need a credit card attached to a US bank to pay for it.

So you can use TurboTax from overseas, but you need a US Bank Account and/or credit card to purchase it and to receive your refund by direct deposit.
