Hello everyone. I am a 19 year old who was filing my taxes this year. This is the first time I am asked to file for Form 8615 and I am confused on how to fill it out. It asks for my parents information but I am unable to provide it as they both live outside of the United States and don't have a social security number. Would I instead place legal guardians information? I understand that if I am legally adopted I would, but in this case I am a ward of the state of North Carolina and my older brother has guardianship.

Are your parents U.S. citizens or resident aliens? The IRS apparently never considered the possibility of a U.S. citizen or resident alien who is required to file Form 8615, but whose parents are foreign. The IRS does not provide any instructions or guidance for this situation. If neither of your parents is a U.S. citizen or resident alien, the best suggestion I can offer you is the following.
When TurboTax asks whether your parents are filing a joint tax return for 2021, answer Yes, even though they aren't. When it asks for your parents' taxable income, enter zero. That is true, since they have no U.S. taxable income. Leave all the other income questions blank. Also leave your parent's Social Security Number blank. When the error check tells you that the SSN must be entered, just click Continue. You will not be able to e-file. Print the tax return. In the space for the parent's Social Security number on Form 8615, write NRA (for NonResident Alien). File the tax return by mail.
