My 39 year old daughter who has two children and has not worked in 2020. She has been attending a community collage, and only receives food stamp and "Temporary Assistance for Needy Families" each month.  She has also received two Stimulus payments form the government.  She has not received any W-2s or1099-G statements.

 

Should she be filing tax forms with the Federal or State governments?

If she received the correct amount of stimulus payments due her for the first two rounds, she will probably receive the third check without the need to file a tax return.

I asked the question because she and her children have been living with us, and if she does not need to file, I would like to claim her and her children as dependents. I have contributed more than 50% of her 2020 expenses.

If she qualifies as your dependent you can claim her as such on your tax return. She is not required to file a tax return if she had no taxable income. It is unclear if you would get a stimulus payment for her if she already received it though.
