filing a past year

I am working on 2021 taxes for a friend and he is getting a refund, this year he owes, can I apply his last year's refund to this year's debt?

That will not work, since his 2021 return can only be filed by mail and will take weeks if not months to be processed. His 2022 tax due needs to be paid by April 18, 2023.
