How can I file state and federal separate or take fee from federal refund

Unfortunately you cannot file your State only. You would have to e-file your Federal and then your state return or both together. The TurboTax State program is designed to pull (transfer) information from your federal return. For this reason, TurboTax State is not sold as a standalone tax-preparation product.
