Why am I getting charged the fee to file? I do a simple tax return and for the last two years I had to pay $98 for both, my federal and state return

The TurboTax Free online edition is only for very simple tax returns that do not include any other forms or schedules other than the Form 1040.  If you have entered tax data that is not supported by the Free edition then you have to upgrade to the Deluxe or higher online editions which are not free.

So once it does that, will I always have to pay, or can I change it back to the free edition if my taxes are simple the following year?

Change to the free edition if your taxes are simple next year.
