The IRS refers to such carriers as DHL, Fedex, UPS as "private delivery services".   Read the 2 IRS pages below, and see if the information is what you want and follow the instructions carefully.

https://www.irs.gov/filing/private-delivery-services-pds

and

https://www.irs.gov/filing/submission-processing-center-street-addresses-for-private-delivery-servic...

Notice the blue shaded area that says "Private Delivery Services should not deliver returns to IRS offices other than those designated" .   Fresno is among the ones listed there.

For the CA Franchise Tax Board see this page.

https://www.ftb.ca.gov/help/contact/mailing-addresses.html

Scroll down that page to a shaded box that says "Private express mail/overnight delivery".

It doesn't show a street address, however, so perhaps it only goes by the Zip+4.  And perhaps that's how Fedex recognizes the physical address where that goes.

However, it's not clear there if that's only for business returns or for personal tax returns as well.

In any case, if it was me, I'd phone the CA FTB to confirm if that's the Fedex delivery address for your particular return.

I NEED A REGULAR MAILING ADDRESS

For what???    Address for the IRS for a Federal return?  State tax agency for a state return (if so, what state)?  Or both?      By "regular" I assume you mean the normal postal address.   This thread was about FEDEX addresses.

For regular postal mail, the particular address may also depend on whether or not a payment is enclosed with the return.

And it may also depend on whether it is an original return, amended return, or other form.

If you chose to file by regular postal mail, then in the pages of your return PDF should be a page called "Filing Instructions" with the mailing addresses for your returns.

See this IRS page for addresses for where to mail a Federal return by regular postal mail. Click on your state.  Then on the next page you'll see 2 columns, depending on whether a payment is enclosed or not:

https://www.irs.gov/filing/where-to-file-paper-tax-returns-with-or-without-a-payment

As for a state return regular postal mailing address, I don't know if you're wanting an address for a California return or another state.    The original poster who started this thread was asking about California.  And you did choose this thread.  So if that's your state, then see this page for regular mailing addresses for a California return, depending on whether a payment is enclosed or not:

https://www.ftb.ca.gov/help/contact/mailing-addresses.html

It's recommended to mail any returns by a method that has tracking such as certified mail, priority mail, etc.

At the moment the IRS is not processing paper returns due to the Coronavirus situation.  They are being stored in bins and trailers, and will be processed once the IRS resumes.  So expect the backlog to cause a delay.
