At the time Georgia rejected the return, they may not have had access to an accepted Federal Tax return. If they do not see that the federal return was accepted, they may reject it. They do usually wait long enough for the federal to be accepted before making that decision. I would re-send it in a day and see if it gets accepted. You would not be able to attach the 1040 to the Georgia return on Turbo Tax and e-file it. If the problem persists, you would have to print out the Georgia return and mail it in with the 1040.
