As of today, the IRS projects to update this reject code sometime in late February to mid-March, 2023.

My Federal Tax Return, which was rejected earlier with the reject code F8960-019-04 is now accepted thru TurboTax.

IRS Known Issues site (https://www.irs.gov/e-file-providers/known-issues-and-solutions) says: Business Rules F8960-019-04 and F8960-003 were causing returns to erroneously reject and were disabled on 2/19/2023 in efile1040x_2022v5.2 Rules Sets.

It appears that there are some other problems with Form 8960 that are not fixed yet.
