I am unable to file my tax return due to the error I am receiving in attached photo. I have researched other similar questions here and have not found a solution that works for me. I have gone to forms and tried inserting FL to everything that it would allow me to. I have checked the carryover amount from 2024 return and numbers seem to be correct and nowhere on the 2024 does it need to specify FL. My 2024 information was automatically transferred to 2025 by Turbo Tax. I do not even file a tax form with the State of FL as we do not pay State Tax on Income. How can I fix this error, as it is preventing me from filing my Federal Tax Return. Thank you!

I just created a carryover worksheet in the federal and it did not have your issue. Follow these steps:
Snap a picture or have last year's form handy.
A full or corrupted cache can cause problems in TurboTax, sometimes you need to clear your cache (that is, remove these temporary files).

Thank you for your quick response. I have desktop version and had previously tried everything you suggested (deleted, save, close, restart). After several hours of frustration, I was just about ready to print the return and mail it in, but then I just kept hitting the "transmit" button over and over again ignoring the error. Finally, to my surprise, after about the 10th try, the file said "transmitted"!. I also received email confirmation that IRS received E-file.
We just tried to do this and it’s not even possible to delete the file. It’s asking for our state/local ID on the crossover but everything is blanked out, it won’t allow us to type on the file. No we are not using Internet Explorer, we’ve tried it on different devices, and cleared the cache/cookies. I’m on the phone with a representative and all I hear is construction. Is there a real answer to this?
Look down in the various boxes below that main top table.
In one of these boxes, there is a "0".
Delete that zero in that location , and the top table error should clear.
I have an error message showing up on my Federal Carryforward Worksheet that has only a zero listed on the second line and indicates I need to fill in a State or Local ID for that zero. TurboTax will NOT let me delete the zero NOR let me enter a State or Local ID for that zero! I also am not able to delete the Federal Carryforward Worksheet. The other recommended “fixes” do not work.
I've been working on this for hours and cannot resolve the problem. This is the only thing holding up my tax return.

In FORMS mode, when viewing the Federal Carryover Worksheet, the State or Local ID should be the two-letter abbreviation for your state (AZ for Arizona, for example). This should come from your transferred 2024 return.
Column D should be the amount of State Tax withheld on your 2024 return, which probably was not $0. If you type the amount here, you should be able to enter the State ID if it did not fill in automatically.
IF the above suggestions don't seem to work......try posting a picture of that page, and maybe one of us can figure it out (clip out your name and SSN at the top...as this us a Public Forum). but otherwise, the whole page, and not just the top table.
Thanks AmyC for your guidance... worked perfectly for my desktop TurboTax! Also, thanks to jpoje for stating the problem so clearly and saving me the effort of doing so.
This is good advice, AmyC, but TurboTax will not let me access the Federal Carryforward Form to even allow me to delete it or make any corrections/changes.
The other issue I realize is that the $66 in Column E was paid in Jan 2026, not when we mailed our 2025 return 12/15/25. The $600 estimated state tax payment was sent 04/15/25 when we filed for the extension. Are both the $600 and $66 considered a carryforward, or just the $66? This is a new situation for us. Also, since the $66 was paid in Jan 2026, should it should be in Col E... or anywhere on this form?
Maybe I can just leave the worksheet the way it is and submit the return anyway, doing like jpoje (keeping hitting the “transmit” button over and over until the file is sent), but wonder if that would create issues with our return down the road.
I appreciate finding out we can still e-file our taxes, as I was under the impression returns could only be mailed.

I found the problem! I evidently entered a zero when asked about “2024 state estimated taxes paid in 2025;” we had none. After removing the zero, no more error codes! I discovered the TurboTax Support solution following below.

How to Correct the Error in TurboTax
Navigate to Estimates: Go to Federal Taxes (or Personal > Income & Expenses) > Deductions & Credits.
Locate Estimates: Scroll down to Estimates and Other Taxes Paid and click Start or Revisit next to State Estimated Taxes for 2025.
Edit the Payment: Select the Colorado payment you made and edit the details.
Change the Date: Ensure the date for the 4th Quarter payment is set to a 2025 date (e.g., Dec 31, 2025) if you want it to appear as a 2025 payment, or ensure it is correctly categorized as a 4th quarter payment if it was paid on January 15, 2026, to ensure it doesn't inflate earlier quarters.
Bless you! I have had the same problem as the original poster. I’m waiting on a callback from Tech support after we were disconnected the first time. This works! I found the random 0 in the body of the form with no id and was able to delete it. No errors and I can now submit my taxes! Thank you so much!
Still not fixed! Prevents e-filling. Can't correct, can't overide. I am stuck. Fix this now.
I found mine in local not state - got this help from grok & was finally able to file.
**This is a common TurboTax glitch (especially for 2025 returns) that blocks e-filing even though the Federal Carryover Worksheet itself isn't submitted to the IRS.** It usually stems from a stray "0" entry, prior-year import issues, state estimated tax data, or a locked field in the worksheet (often related to capital loss carryovers, NOLs, Section 179, or similar). It rarely happens in H&R Block, TaxAct, or TaxSlayer.
