F8960 still rejected

Updated TT 2/11/23.  Couldn't tell what the updates were.  Resubmitted.  Rejected.  No fix yet for F8960 processing error.  My suggestion, wait until the end of Feb. at the earliest.

We are aware of the Federal return rejection Reject Code F8960-019-04 Processing error Form 8960, Net Investment Income Tax. The Business rules need to be modified to reflect the updates to the instructions for form 8960. The IRS will update the Business rules by mid March 2023. Please see IRS Known Issues and Solutions for updates.

F8960-019-04 non-zero value:  Has IRS fixed this issue yet?  I'm waiting to electronically file.

According to the file included above, the IRS stated the target resolution date is 3/19/23.  You might try to e-file again.
