Except for a few returns they pull early for testing purposes, the IRS will officially start processing returns on January 28.

If a return has EIC (earned income credit) or ACTC (additional child tax credit), then by law the IRS cannot begin releasing those refunds until after February 15.   So folks who have those kinds of credits in their returns likely won't see Federal refunds until around the end of February.
