How do I reduce the 1099 Misc income. I paid independent contractors out of that income but none more than $600 so I did not issue 1099 Misc to them?

Even if you paid each of your contractors less than $600 in 2018 and did not file 1099-MISC, you can still deduct the total amount paid as a business expense under Contract labor.

You'll need to upgrade to TurboTax Self-Employed to deduct business expenses.
