I intend to pay a different amount of 2025 estimated tax than what TT generated. I plan to submit the payments by mail.
Does TT submit the estimated forms generated with the 2024 return?
If so - do I need to delete them before e-filing?

the ES vouchers generated by TT are just for convenience and have no bearing on your 2024 return/e-file, you can ignore them or change them - under Other Tax Situations / Form W4 and Estimated Taxes you can go thru estimates for 2025, alternatively if you are using TT desktop go to Forms mode and worksheet "Est Tax Options" will let you change the vouchers if you are comfortable with the ES process and know how much you need to pay.
Also rather than mail these consider electronic payment options from IRS (EFTPS) or your state, no vouchers are required.

@JohnB5677 out of interest did that direct pay site replace EFTPS at some point. I've been using EFTPS for a while, is there any difference?
I haven't used the other site, but this one works.
yes there are different categories for balance due, estimated taxes etc
