Error downloading state form

Trying to load 2021, 2024, and 2025 years forms into TurboTax Desktop. When I try to install the California state forms, it gives the error below. The screenshot above shows a website that it tries to bring up. Please help, I need to modify all these years. Same error for each year.

TurboTax for 2021 is no longer supported. There is no way to download a state program for 2021.
