Error 42016 can not download California State Tax Return

I purchased 2022 TurboTax Home and Business Windows and download the software on-line. I tried download update manually with w_perrelsuperpatchIS_ttax_2022.521.0101 . I received a message that superpatch applied successfully. It asked me to relaunch Turbo Tax 2022. After I relaunch Turbo Tax 2022, I still have problem downloading California State Tax Return. I also tried to remove 2022 Turbo Tax Software and redownload 2022 Turbo Tax Software, the Error 42016 remains, and no state tax return downloaded. Please help!!!
