Employer ein was issued after tax year and i don't know why. i just received my w-2 in the mail on Thursday.

This reject means that the employer did not receive their EIN until after the 2016 tax year and you won't be able to e-file your return with this number.  Unfortunately, you will have to mail in a paper return for this year.
