Electronic File problem

The Turbo Tax program will not allow me to electronically file my taxes, that I owe ,without first calculating interest and penalties. Why? Especially since my taxes aren't due till July 15th 2020

I was not able to file my state electronically but was charged for the fee even though I asked for it to be canceled immediately
