Efile rejected (Fed & state) due to different AIG. Number looks correct, don't understand. I will now file by mail. Can I get refund for $30 paid for Efiling state?

Have you tried to go through the steps in correcting your rejected return?  Please see below on how to do this:

My dilemma: The IRS is completely backlogged. I paper filed my 2019 return February of LAST year. The return has yet to be put in the IRS system. I cannot get a transcript of it. An IRS rep told me my 2019 return was hung up in "error resolution". So the IRS has no way to match my AGI on my 2020 efile confirmation. Hence, Fed and State rejected my efiled returns. I know I can paper file 2020 but then I could wind up in the same boat next year with my 2020 paper return caught up in the same backlog that exists now. Any fixes/bypasses that can "force-file" my efile? Who knows when the IRS will get around to processing my 2019 return.

Thank you.

Yes, you can e-file in 2020 although your 2019 tax return was not yet processed by the IRS and they don't have the AGI in their system.  To get around this issue you will enter "0" instead of the 2019 AGI.

You can also check the status of your 2019 tax return through the IRS website by creating an account.  Here is the link.
