If the government shuts down on Sept. 30, pending congressional action, will I still be able to file my return online during the shutdown period, but before Oct. 16? Or will the whole filing process get suspended?

The answer is that if we assume things will operate as they did during the 2013 shutdown, then yes, you will still be able to e-file your return, though any refund may be delayed. It appears that the IRS is developing a contingency plan that will most likely allow them to continue operations during a government shutdown.
An archived IRS page indicates that the IRS' normal operations would continue during a government shutdown.
This is an article in the Journal of Accountancy that gives a lot of good information.

I filed with an extension in 2013, but filed with paper, not online. The shutdown was so broad, I could not even get info from IRS as to where I should mail the return or whether the date would be extended. It sounds like things will be smoother this time.
