Why do I have to pay to e-file CT tax return?

Using the TurboTax desktop edition there is an e-file fee for each state tax return e-filed that is currently $19.99.  This charge can be avoided by printing and mailing the state tax return.

Using the TurboTax online editions there are no e-file fees for either a federal or state tax return.  However, the state tax program is an additional charge when used with the Deluxe online edition or higher, currently $40.

Paid to e file my Ct state return but am being told were is an update that needs to be done first  I updated 7 times still can't  do it. Can I get a refund so I can file on another computer?
