Even though I got a refund of a few thousand dollars from the IRS, TurboTax suggested that I make an estimated tax payment.
However, I had to write a check to pay the balance of my CA State taxes, and even a small penalty - but I see no suggestion from TurboTax about making estimated payments to the state ... that doesn't mean I don't *need* (ref https://www.ftb.ca.gov/pay/estimated-tax-payments.html) to make estimated tax payments, does it?
Why doesn't Turbotax suggest estimated taxes be paid for States?

Yes but it is not automatic ... in the state's interview you must trigger them.
