Does not fixing a review detail mean I cannot send my forms?

Review is asking for undistributed capital gains/loss.  I have no idea how to correct it.

Yes, it does mean that you can't send your forms.  There's something wrong with your input.  To get back to iy:

1.  Click Federal on the left-hand side menu.

2.  Click Income across the top.

3.  Scroll down to Investment Income and click Show more.

4.  Click Start or Revisit by Stocks, Mutual Funds, Bonds, Other.

Make sure there's nothing wrong in that section.

If you're still having problems, you could Delete the entire entry.  See if you have that error anymore, then re-input it, hopefully that'll work.  If it doesn't, post back to this thread.
