Probably not. Here is a link to an IRS tool Do I Need to File a Tax Return? and also see the FAQ below, which shows a chart showing at what income he'd need to file a return.

Note that he'd need to file if he had at least $400 in net earnings from self-employment (income minus expenses) or if he had marketplace health insurance and received advanced payments for the premium tax credit.
