Does IRS offer a payment plan?

Yes.  You can choose the option when filing in TurboTax or you can request one from IRS site directly.   See IRS Payment Plans

Does IRS offer a payment plan?

The fee for the payment plan is lower if you request it on the IRS website instead of through TurboTax. When you file your tax return in TurboTax, say that you will pay by check.
