I helped someone do their taxes today. The app asked for ID & he only has a learners permit for driving. He’s not a citizen. There was no error on the prep, but the IRS rejected the return & I don’t know why.

Are you a paid tax preparer? If so you cannot use TurboTax. And....without some details about his immigration status, he might not be able to file using TurboTax. Please see this:

No, I’m not a tax preparer of any kind. I’m helping a young man file his first return. He pays taxes and, according to TurboTax, is scheduled to get a refund. I’ll wait until I can read the email that was sent to him regarding his return.
