I'm trying to estimate my withholdings, and I'm at the part where it says to enter my wages and self-employment income for 2017. Are RSUs included in wages?

Yes. RSU are considered wages and are taxable at the time of vesting. They are subject to payroll tax. The value of the RSUs will be included in box 1 of your W-2.
