I have basically the same question.  On 10/04/19 I received a "Health Insurace Premium Rebate for Year 2018" check for several thousand dollars.  I purchased my health insurance policy in 2018 as an individual residing in Virginia through the healthcare.gov Health Insurance Marketplace.  Due to my 2018 taxable income and the subsidy I was receiving, I only paid about $25 monthly for a health insurance policy "costing" over $3000 a month.   

Questions:  1) Doesn't the bulk of this rebate check ultimately get refunded back to the government since they paid the bulk of the policy premiums via the subsidy??  2) Will this rebate check be treated as 2019 income to me for income tax purposes?  In other words, should I expect an IRS related tax form from my Health Insurance provider in early 2020, maybe a 1099-MISC??  3)  Are there any other income tax related repercussions to this rebate, possibly effecting previous years taxes??
