I received a w2 for Ohio in 2017, which I shouldn't have, since the Reciprocal Tax Agreements btwn KY and OH. My tax preparer did a 1040 with schedule A for 2017 taxes, and because of that, I got a 1099G for this years taxes. Do I need to file Ohio taxes this year, too? I didnt receive a w2 for Ohio this year.

You do not need to file an Ohio return for the 1099G from Ohio that you got for 2018 (due to state refund from 2017 tax year).
The 1099G does get entered in the Federal program
under Wages and Income and
then to Other Common Income to
subheading State and local refunds.
