My wife received a 13 cent check and 13 cent w2 with nothing but box 1 and her old companies tax details (box 2 on are blank.) It makes no difference to the amount of taxes we owe, but because boxes 2 on are blank, TT wants me to mail in my taxes vs submitting them electronically. Do I really need to add her W2? Its under the 49 cents someone had listed on another question.

No. The IRS requires that all dollar amounts be rounded up or down and since your wife's W-2 is for 49 cents, it is not able to round, thus being considered too low to file.
