Yes, you will need to pay Turbo Tax their fees before you can file.  If you have a sufficiently large "Federal" refund, then you can use the refund to pay the fees. Just note, there is an additional charge for the Refund Processing Service which goes to another bank, so it is cheaper to pay for the fees directly via credit or debit card.
