You are not required to use the 1040ES vouchers or make estimated quarterly payments. Use of those vouchers is optional. If you expect to owe more than $1000 at tax time next year, using those vouchers can help you avoid an underpayment penalty or a big tax bill. The IRS is not aware that you have them nor is the IRS requiring you to use them.
additional rules if you are not going to pay estimates to avoid underpayment of estimated tax penalties
1) withholding must equal or exceed 90% of your 2024 tax. if you owe less than $1000 this rule is waived
or
2) withholding must equal or exceed 100% of 2023 tax or 110% if your 2023 AGI was over $150K. this rule is also waived if you owe less than $1000.
