Do i claim ive had health insurance from ihs? Im native american and excempt.

While IHS (Indian Health Service) does not count as health insurance (see https://www.ihs.gov/aca/thingstoknow/), you do qualify for an exemption to the shared responsibility payment (i.e. penalty for not having insurance) - see https://www.healthcare.gov/american-indians-alaska-natives/exemptions/

In TurboTax, go to Health Insurance (top of the screen) and start the interview. You will answer that you did not have health insurance in any month. Eventually, you will be asked about exemptions. Indicate that you are covered by tribal health service or the IHS (I am not sure how it is worded at the moment), and any penalty will be lifted.
