I have been using TT since the beginning, and I have not been able to import the previous years return for the past two years because supposedly the file is too large, which means I have to enter all personal info again and my tax history is missing. THIS IS UNACCEPTABLE.

Are you on Windows or Mac? Did you search your whole computer for all files ending in .tax2021? And check the recycle bin and your backups. Check in One Drive, etc. it should be in your Documents then in the Turbo Tax folder. Also if you have multiple Windows user accounts, log into each one and do the search for the *.tax2021 data file from within each one and checking the Recycle Bin in each one.
If you don't have the main .tax file you might have one that starts with a Tilde sign ~ like "~your name.tax2021". That file is if your computer crashes or your real file gets lost or deleted or corrupt so you can restore it.
Here's an idea. Do you still have 2021 installed? Try opening 2021 program and see if you can get your 2021 return to show up in it. Go to FILE - OPEN. Then save it again with a name and place you can find. Go to File - Save As. Then start a new 2022 return and transfer from the 2021 file.
Or did you use the Online version last year?
We have not seen any reports similar to yours---not sure what is going on. Are you trying to transfer a 2021 tax file into the new 2022 CD/download software? (The software for online 2022 is not yet even available). You need to transfer (not "import") the tax file---not a pdf.
How to transfer last year’s return? https://ttlc.intuit.com/questions/1900883
For some reason my .tax files are not being saved, only PDF files
So is the problem that you did not save the tax file----or that you do not know how to find the tax file on your own hard drive?

@robhack - assuming you are using the desktop version, scan your harddrive for the *.tax2021 file. you don't have to manually save this; it automatically saves to the harddrive.
Found file in my iDrive backup service, never occurred to me to look there. Thank you
