My daughter had a summer job and retail job during semester but not much income (under threshold), still should she start filing her own returns for purpose of future social security?

No. Did she get a W2 for it? Then the Social Security was paid in W2 box 4.

If she got a 1099NEC for anything then she has to file if it was only $400 or more and pay the Social Security and Medicare tax on it.
